Protecting a public waterfront

A phased revitalization preserves a culturally significant beach while improving safety, access and everyday public life.

Red Spot Beach Park is a phased waterfront revitalization project intended to preserve and enhance one of George Town’s few remaining publicly used beaches. Located prominently along Seafarers Way near the cruise terminal, Red Spot Beach has long held historical and cultural significance as a place where generations of Caymanians have gathered, swum and accessed the sea. Today, it is also increasingly used by visitors to George Town for swimming, sunbathing and enjoying the waterfront. The project seeks to recognize this history while transforming the site into a safer, more accessible and attractive public park for residents and visitors alike.

Phase 1, which has been completed as part of the GT Boardwalk initiative, focused primarily on pedestrian safety and public access to the site. The existing boundary wall, which had been constructed immediately against the roadway and within the pedestrian zone, was removed and the frontage was opened up to accommodate a new public sidewalk. The sidewalk established a continuous and much safer pedestrian route along this busy section of the George Town waterfront, improved access to the beach and helped reduce pedestrian conflicts and hit-and-run incidents along the road. This initial intervention established the first phase in the site’s transition from an informal waterfront property into a public-oriented beach park.

Phase 2 proposes the restoration, cleanup and beautification of the beach itself. Over many years, unregulated use of the property has resulted in a collection of unauthorized structures and site alterations, including tents, makeshift structures and concrete slabs poured directly onto the beach without the landowner’s or Planning permission. The proposal seeks to carefully remove these structures and concrete slabs, restore the affected portions of the natural beach and introduce sensitively designed improvements including seating, steps, planters and an accessible ramp to the waterfront. The intent is not to develop the property, but rather to remove accumulated clutter and inappropriate interventions and allow the site’s natural waterfront character to once again become its defining feature.

Once completed, Red Spot Beach Park will provide an accessible, landscaped public space where people can swim, sit by the water, take a lunch break, gather with friends or simply enjoy one of the few remaining undeveloped waterfront settings in central George Town. The project represents a relatively modest series of physical interventions with a much broader public benefit: improving pedestrian safety, restoring the beach, increasing accessibility, protecting an important waterfront space and contributing positively to the ongoing rejuvenation of George Town. The landowner’s long-term intention is for the property to be placed into trust in perpetuity for the people of the Cayman Islands, protecting it from commercial development or sale and allowing this unique piece of the George Town waterfront to remain available for future generations.
